Adam Stockin, P.E., President
Adam Stockin is a senior structural engineer for Parsons Brinckerhoff and currently serves as project manager for several assignments in PB’s New England District. He earned his BS in Civil Engineering from Clarkson University and is a licensed engineer in New Hampshire, Vermont and Maine. His professional experience over the last 13 years includes the design of various bridge types, bridge inspection, septic design, and civil site/development design. He has also worked on several design-build bridge projects throughout Northern New England. Adam presently serves as chairperson for the Professional Development Committee of SENH and has assisted UNH students with their senior design projects for the past three years. He has served abroad in both Honduras and Ecuador and is active with the Bridges to Prosperity program. He resides in Candia, NH with his wife, Christina, and two wonderful boys, Aidan and Camden.
Thomas A. French, P.E., Vice President
Tom is the Office Leader for the Manchester, NH Office of HDR Inc. where he is also a Senior Project Manager. He oversees HDR’s Transportation efforts in Maine, New Hampshire and Vermont. Prior to joining HDR, he performed the duties of Quality Assurance Manager for Hoyle, Tanner and Associates, Inc. on the $60 million Brattleboro, VT Design/Build Project. He earned his BSCE and MSCE with a focus in structural engineering from UNH in 1992 and 2001 respectively. Tom is a Civil / Structural Engineer with over 20 years of experience in the inspection, design, project management, and construction administration of bridge, highway, civil/site building projects. He has been employed by the New Hampshire Department of Transportation, Hoyle, Tanner and Associates, Inc., and as the Engineering Manager for a precast concrete company. He also founded and served as president of French Engineering, LLC. He has previously served SENH as the appointed liaison to the Bureau of Emergency Management and joined the Board of Directors in 2013 as the secretary. He is currently a licensed Professional Engineer in New Hampshire, Vermont and Maine. He lives in Henniker, with his wife and daughter
Chris Fournier, P.E., Secretary
Chris joined the Board of Directors in 2013. Chris is Vice President and Lead Structural Engineer at HEB Engineers in North Conway. Chris earned a Bachelors and Masters degree in Structural Engineering from the University of Maine. He was selected as a “2013 Rising Star in Structural Engineering” by Structural Engineer Magazine (one of 15 structural engineers under 40 nationwide with significant contributions to the industry). Chris is currently licensed New Hampshire, Maine, Vermont, Massachusetts and Connecticut. His professional experience has a wide range and depth including analysis and design of bridges, buildings, and specialty structures for federal, state, municipal and private clients. Chris lives in Conway with his wife, Jessica, and two children.
Bob Champagne, P.E., Treasurer
Bob Champagne is the co-owner of Summit Engineering, PLLC located in Portsmouth, NH. Bob earned his BS in Civil Engineering from the University of New Hampshire. He is currently licensed throughout New England, NJ, FL and the US Virgin Islands. Bob’s design experience is focused on building projects including institutional, commercial, industrial and residential project types. This includes new construction projects as well as the renovation and rehabilitation of existing structures. Bob also has experience in the design of environmental concrete structures at numerous water and waste water treatment facilities throughout New England and beyond. Bob is a LEED Accredited Professional, member of the United States Green Building Council and has worked on several LEED accredited projects. Bob currently lives in Rye, New Hampshire.
Paul E. Sbacchi, P.E., Director-at-Large
Paul joined the Board of Directors in 2015. Paul E. Sbacchi serves as Chief Structural Engineer and a Principal for TFMoran, Inc. in Bedford, NH and has over 20 years of experience in structural design and analysis for a variety of state and private clients. His experience is with building projects of all types including commercial, industrial, educational and residential. Paul is a registered Professional Engineer in the states of New Hampshire, Vermont, Rhode Island, Florida and New York. Prior to joining TFMoran, he was Vice President and Chief Structural Engineer for a local engineering firm. He has a Master of Science degree in Structural Engineering from Portland State University, Portland Oregon, and a Bachelor of Science degree in Civil Engineering from Walla Walla College in Washington. Paul lives in Nottingham, NH with his wife and two daughters.
